ENUMERATIONS

Subject: WORKING WITH THE CITY OF CAPE TOWN
The SA Government is revamping its housing policy. In short this means that instead of working only through the capital subsidy system it is now planning (not yet approved by Cabinet) to act more broadly with housing delivery seen in 4 phases.
1) provision of basic services to all informal settlements
2) regularization and upgrade to higher level of service
3) relocation
4) house construction.
As a pilot project in this regard the National Government, Provincial Government of the Western Cape and the City of Cape Town have resolved to upgrade and relocate all informal settlement dwellers living along the N2 freeway between the airport and the city.
Thanks to strong support from allies in all three tiers of Government we have managed to get the city to waive tender procedures and to partner the URC and the Coalition of the Urban Poor in an enumeration of the estimated 12500 families in the seven affected settlements.
Coalition affiliate the SA Homeless People's Federation has set up a steering committee and has already engaged all 7 communities through savings schemes, links with the Coalition of the Urban Poor or simply through contact with residents committees and the Fed.
They start on Tuesday 13th July with a preliminary mapping exercise and with community profiling. Actual mapping will start on 14th, as will enumeration. The hope is to complete enumeration, mapping, house modelling and compilation on 14th August. Verification will start on 15th August and actual documentation shortly thereafter.
